With more than 29 years of experience in the private and public sectors of the water industry, Jeffrey Thompson brings engineering expertise and leadership acumen to his role as Assistant General Manager, Operations & Technical Services for the Birmingham Water Works Board.
Jeffrey earned his bachelor’s degree in Civil Engineering from the University of Central Florida. Starting his professional career as a Water Resources Engineer for The Walt Disney Company, Jeffrey has served in several utility and executive capacities including Deputy General Manager of Providence Water in New England, Deputy Utilities Director of Cocoa, Florida’s utility, and most recently as Director of NMB Water, the second-largest regional utility in Miami-Dade County, Florida.
Over the course of his career, Jeffrey has led the development of multiple utility Strategic Master Plans and has chartered and directed over $1 billion in capital projects and programs. He also has extensive experience with water supply planning, wellfield development, and the planning, design, construction, utility emergency planning and preparedness, facility security, advanced metering infrastructure (AMI) deployment, implementing Computerized Maintenance Management Systems (CMMS), Asset Management Systems (AMS) and other technologies, hydraulic/water quality modelling, water/wastewater regulatory permitting and compliance. In addition, Jeffrey has experience overseeing laboratories, utility customer service, billing, and utility finance. He also has led efforts pertaining to revenue sufficiency, rate setting, obtaining grants, and administering State Revolving Loans, as well as successfully lobbying for and obtaining a $126 million Water Infrastructure Financing & Innovation Act (WIFIA) loan from the US EPA in 2018. Jeffrey is a second-generation Floridian who was born in Orlando with grandparents from Alabama and Georgia.
