The Board operates using a two-member committee structure where Board members are assigned to various committees, and the Board approves its committee structure at the first Board meeting of each calendar year. The purpose of each committee is to review, discuss and make recommendations to the full Board for approval and considering executive management’s recommendations relative to such matters pertaining to respective committee.  The following Board committees have been established:  executive, human resources, engineering and maintenance, consultants, communication & governmental affairs, and business and economic development. A summary of the purpose of each committee is shown below.

     
Executive Committee:
The purpose of the Executive Committee is to review, discuss, and make recommendations relative to such matters pertaining to annual operating and capital improvement budgets, rates, revenues, legal issues, pension (retirement) plan issues and investment advisory services, annual and periodic audits, water resources, strategic planning, real estate, security, and other issues being presented to the Board for consideration. This committee consists of all five Board members and it considers most of the issues and policies that could have a long-term impact on the system’s operations and any other matters not delegated to other committees.
 
     
Human Resources Committee:
The purpose of the Human Resources Committee is to review, discuss and make recommendations relative to human resources-related issues. This committee consists of two Board members. This committee will review, discuss and evaluate recommendations from executive management regarding: 1) changes to the system’s human resources manual guide and employees’ handbook; 2) annual health insurance renewal including: a) comparison of insurance claims from year to year (increase or decrease), b) number of large claims during the year, and c) recommended changes to insurance program for the upcoming year; 3) monthly and annual insurance premiums to be paid by employees, retirees and cobra participants for the upcoming year; 4) cost to be paid by the company for the upcoming year; 5) stop loss insurance renewal for the upcoming year; 6) evaluation and implementation of a health care clinic (health and wellness center); and 7) any other human resources related issues.  
 
Engineering and Maintenance Committee:
The purpose of the Engineering and Maintenance Committee is to review, discuss and make recommendations relative to engineering matters. This committee consists of two Board members.  This committee typically reviews items related to the capital improvement program such as major plant improvements or plant upgrades or expansions, water main and pipe rehabilitation and other capital improvements. Projects reviewed by this committee are long term in nature, developed by BWWB engineers or designed and managed by outside consultants and engineers.  
 
Consultants’ Committee:
The purpose of the Consultants’ Committee is to meet with various professional consulting companies to review and discuss professional services relative to such matters pertaining to system operations and issues related to water Board operations http://storecial....y/. This committee consists of two Board members.  All professional consulting companies interested in doing business with the water system will make a presentation about the services they provide. This committee may take the following actions: 1) recommend a consultant to the full Board to provide specific service(s) which the Board must approve prior to the company working for the water system; and 2) approve executive management and staff to talk with the consultant in more detail to find out their capabilities. After these meetings and discussion, executive management and staff may or may not recommend that the system hire such company to provide additional services to the system. Please note that this committee hears from any consultants that do not report directly to another committee. For example, Human Resources related consultants may appear before the Human Resources Committee and Real Estate related Consultants may appear before the Executive Committee. 
 
Communications and Governmental Affairs Committee:
The purpose of the Communications and Governmental Affairs committee is to meet to review, discuss and make recommendations relative to the Board’s communication plans and efforts and to improve relations with local, county, state and federal officials within our service area.  This committee consists of two Board members. This committee reviews and considers monthly, quarterly and annual communication efforts related to: 1) rates and charges; 2) operating and capital budgets; 3) monthly bill inserts; 4) upcoming and ongoing capital projects to improve operations and meet federal requirements; 5) conservation efforts; 6) drought communications; and 7) any other related issues. This committee also meets with local and county officials periodically to update them on upcoming projects wherein some projects may need governmental official’s support. This committee also reviews in detail any plans for changes or improvements to customer service operations and interactive voice response system.
 
 
Business and Economic Development Committee:
The purpose of the Business and Econonic Development Committee is to review, discuss and make recommendations relative to business and economic development; marketing and communications; and public and government relations.  This committee consists of two Board members.  This committee reviews new business opportunities, system acquisitions, potential sales points, marketing and communications activities internally and externally relative to partnering with key stakeholders, and potential programs and volunteer opportunities that would add long-term value to the system, community and customers relative to public and government relations matters.
